I downloaded an upgrade for Earthlink internet service.
Shortly after installing it, the computer crashed: Blue
Screen of Death; only E'link running; "Stop error"; "dump
physical memory". The Earthlink app was screwed up so I
eventually uninstalled it, and reinstalled the original
version from the CD.
Before, when I opened the ToolBar, it displayed at the
top of the desktop and my shortcut icons temporarily move
down to make space at the top. Now, the empty space at
the top of the Desktop is not restored to the desktop
when I minimize the ToolBar. So my icons are scrunched
down toward the bottom of the screen.
The E'link tech doesn't know how to fix the Operating
System to give the space reserved for the ToolBar back to
the Desktop when the toolbar is minimized. Any help
would be appreciated. Thanks, JE

I don't know what I loaded that changed my settings or what those settings are but I have the same problem. About an inch at the top of the dektop is out of bounds now for all windows and icons.
It is being adjusted this way during bootup. During the startup process icons and windows can and do occupy this area but right at the end of it, something pushes everything down an inch. The windows are size adjusted. They are not scrolling off the bottom of the screen.
It is very exaspeating to be missing out on the use of 5 or 10% of the screen area.
Right clicking on the desktopand clicking on Refresh does nothing.

Right click in the Taskbar, make sure Lock is not checked, then take
Properties. It sounds as if you have Autohide checked, but 'Keep on
top of other windows' not checked - try checking that

The "Toolbar" I referred to is the Earthlink toolbar (add-
on to I'net Explorer), not the Windows Taskbar. In
Taskbar properties "Locked" and "keep on top" are
checked. "Autohide" is not checked.
The new Earthlink toolbar displays at the top of the
monitor, but there is still a blank space below it left
over from the E'link upgrade that crashed. When I
minimize the new toolbar the new space goes back to the
desktop, but the old empty space is still there, and
icons can't use the space.
Apparently there is a row reserved in the icon grid for a
toolbar that is gone. Where is desktop real estate
controlled, in the registry? Any idea how I can fix it?

Nevermind. I played around with the Desktop Customize
settings. I deleted most of the icons, then put them
back, and voila, the empty space went away. Now I can put
icons in the top row of the monitor. Thanks, JE
