There are quite a few reasons. Most likely other processes are
checking, like AV software, Windows Update, etc.
Like I suggested in your other post, using a router to accomplish this
might work better, but you'll have to t-shoot to stop all other programs
from accessing the internet also.

on at 4pm.! in your world.) :)
