sapi.cpl = SAPI 5 = Speech Properties

Start | Run | Type or paste this in the box:

%programfiles%\Common Files\Microsoft Shared\Speech\sapi.cpl

Click OK. Does Speech Properties open?

TweakUI or a Group Policy could've been used to hide Speech Properties from
the Control Panel.

Speech Recognition

You have to have at least Word 2002 or Office XP.

Or another third party program.

Hello Wesley,

When i typed in
%programfiles%\Common Files\Microsoft Shared\Speech\sapi.cpl in the run box,
I go a message that says "Windows cannot find C:\Program.." Make sure you
typed the name in correctly and then try again..."
I even tried to search for the sapi.cpl file. No luck. Also, there is no
Speech folder in the Programfiles\Common Files\Microsoft Shared folder. Is
there anyway to fix this without having to reinstall Windows again? Thanks!

Reinstalling XP won't help. Speech Recognition does not come with Windows
XP.

You have to have at least Word 2002 or Office XP.

The speech recognition engine must be installed. It is available with Office
XP, but it may not have been installed.

Hello. I tried all the steps before. I installed the Speech recognition
with Office XP. Yet, SPEECH still wont show up in my control panel. I dont
know what else to do.

Do a Search for sapi.cpl on your machine.

If you have TweakUI, make sure sapi.cpl is checked.
TweakUI
Control Panel
Check: sapi.cpl | Click Apply | Click OK

Check the registry...
Anything listed under this key will be hidden from the Control Panel.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
r\DisallowCpl

If XP Pro only, does not exist in XP Home.
Open Group Policy...
Start | Run | Type: gpedit.msc | Click OK |
Navigate to >>>

User Configuration\Administrative Templates\Control Panel\
Hide specified control panel applets
