After having switched internet providers and having configured the account
for Outlook Express, why does it still open with my old email address?

Are you referring to the name shown in the Title bar ? Each
email account/profile is referred to as an "Identity". You can
modify that by clicking File, Identity, Manage Identities and
then click the Properties button for the Identity to modify.
From here you can change the name of the Identity.

I would ask the experts in an Outlook Express newsgroup.

[Forwarded to OE General newsgroup via crosspost]

Define "open with". An e-mail address doesn't open OE.

Tools | Accounts | Mail. Did you remove the old account?

[crossposted to OE General]

OE Tools | Accounts | Mail: If your old account's still listed here and you
no longer want to access it in OE (or you can no longer access it), Remove
it.

If you're referring to your old ISP's name appearing in the titlebar (very
top of the OE window), we can fix that, too.

We are getting closer to solving this problem. However, when I open Outlook
Express, on the top is a line which reads as follows: Outlook Express
provided by the old internet provider. On the right is my correct identity.
How can the old internet provider be changed to the new internet provider?

Your Outlook Express has been "Branded" by the ISP.
See this site for information/tool to remove/modify.

Thanks for the suggestion, but unfortunately it did not make any difference.
yet. If I would uninstall Outlook Express and then install again, would that
make a difference?

When I used the CD from the old IPS, the icon for Outlook Express appeared
on the desktop. When I click this icon, Outlook Express "opens"

internet provider

I don't think so, see PA Bear's response/link earlier in this thread.
His suggestion will likely work for you.

The old account is no longer listed there. This is the first time I use this
newsgroup. I hope to get more familiar with it later. Thanks.

Yes, I was referring to the name appearing on top. Will be looking forward to
your suggestion.

Well if it's branding:

How do I remove the "provided by ..." branding in the OE title bar?

After all of you did such a nice job solving this problem, I really want to
express my thanks to all of you. I could not have done it without you all.
The only thing I don't understand yet is why my thank you notes did not go
out yesterday. Also clicking on yes to indicate the problem had been solved
did not go through. A couple of times I got a message to try later. Maybe
since I am new to this, could I have overlooked something?

You're welcome and there /are/ a bunch of thank you notes here. We are using
a newsreader. You're using the clunky and unreliable Web interface to post.
Since you are using OE, give it a try.

Setting up Outlook Express Newsreader for MSNews:
http://www.michaelstevenstech.com/outlookexpressnewreader.htm

Or, open OE and minimize it. Now, copy and paste this link into your
browser's address bar.

Is it normal the messages are being repeated each time? I may try your
newsreader later today. Got to leave now for a while. jonsong12
