ActiveDesktop gets created when using Group Policy on XP Pro or when you
create the ActiveDesktop key using the Registry Editor in XP Pro or XP Home.
Anything in HKEY_LOCAL_MACHINE is machine wide. It doesn't matter who logs
on.
Anything in HKEY_CURRENT_USER relates to the current user that is logged on.
I do not have

or

To add ActiveDesktop key and NoChangingWallPaper Value Name.
Open the Registry Editor...
Start | Run Type: regedit | Click OK |
Navigate to >>
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
Right click on Policies in the left hand pane, point to New and click Key.
Type or paste ActiveDesktop for the name.
If you end up with New Key #1 for the name, right click New Key #1, click
Rename and name it ActiveDesktop.
To create NoChangingWallPaper...
In the right hand pane of
HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\ActiveDesktop
right click a blank spot, point to New and click DWORD Value.
Name it NoChangingWallPaper.
Double click NoChangingWallPaper and set the Value Data to 1.
If you end up with New Value #1 for the Value name, right click New Value
#1, click Rename and name it NoChangingWallPaper.
