This sounds like the Bag MRU problem for Folder Customizations. By default,
Windows XP remembers the last 400 folders' customizations. You can easily
bump this up by using the PowerToy, TweakUI for Windows XP.

After starting it up, click expand the Explorer item in the treeview on the
left side and select Customizations. On the right side, increase the number
to 5000 or 7500 or even higher. This will allow Windows to remember more
folder customizations.
Depending on your system this could affect performance when opening folders
so you might need to tweak this number down if it becomes a problem.

Last time i heard, TweakUI had a bug in this feature and it tried writing to
a key called 'Bag MRU' and not 'BagMRU'.
In this case this would not help in remembering greater number of folder
views. Workaround:
Increase Folder View Size Limit to 8000 (line 2, left column)

I talked with the developer of TweakUI and he was already aware of this
particular problem. He isn't able to devote any time to fixing it however.
It looks like the kellys-korner tweak is our best bet for now.

Please remember that there are many things that must occur besides the
actual change and compilation of the tool. Getting even the smallest power
toys ready for global availability requires a certain amount of time and
effort and while some may think they could do a better job, when you have
numerous other things higher on your priority list, trade-offs have to be
made and there will always be some people out there that will disagree with
the order that things are accomplished.
