I don't have an Explorer shortcut (nor want to make one) as I use WinKey+E
to get to Explorer. Can it still be done?

Just change the target line in Windows Explorer. Right click the Windows
Explorer shortcut and go to Properties. Paste this into the target line:
%SystemRoot%\Explorer.exe /e,
Note: You can move Windows Explorer to be placed under Internet and Email
on the Start Menu by dragging it there.
Or as you asked, create a shortcut and placing it on your desktop or Quick
Launch bar by right clicking the Windows Explorer shortcut choose Send
To/Desktop (Create Shortcut).

This is what I had to do to get it to work for me. Also you can change almost
every WinKey Value to what you want. Here is how I did it:
*** FIRST**** Back up your registry and create a restore point!
1. Download and install this great program; Winkey 2.08 at
http://www.copernic.com/winkey/ And allow the program to start at Windows
Start-up.
2. Use Tweak UI to disable WinKeys, that is, un-tick the value under the
Explorer section that reads: Enable Windows+X hotkeys then apply the setting.
3. Open regedit and go to:
HKEY_CURRENT_USER\Software\Copernic Technologies\WinKey\Shortcuts
Look for key number 69 and place this value as its default:
C:\WINDOWS\Explorer.exe|/e,/n,::{20D04FE0-3AEA-1069-A2D8-08002B30309D}||0|
If you do not see key 69, create it by creating a new key, with a string value.
NOTE: The example I used opens Explorer to My Computer when you use Windows key
+ E.
If you want a specific target, say C:\Windows use a string like this one
instead:
C:\Windows\Explorer.exe /e, C:\Windows||0|
In Addition, this procedure changes other Windows Key values to inactive. So if
there is one you would like to keep, like WinKey + Pause-break, let me know, and
I will inform you on that one as well.
4. Reboot for changes to take effect.
