What happens if you logon as a new user? (create a new account in 'User
Accounts'). Which startup folder?

Start|Run|msinfo32.exe System Summary\Software Environment\Startup Programs

Do you see it listed? If so what is in the location column?

In addition to Dave's response... See Startup Control Panel from Mike Lin:

http://www.mlin.net/StartupCPL.shtml

That has the ability to add items to the startup fairly easily. (right click
