Your ISP is the proper place to raise this question. Your ISP customer
support is responsible for a 'signal problem', not your computer or
operating system. Call back and escalate the complaint until you get
someone who understands the difference between a misconfiguration and a line
problem. No one here can really help you because we don't know any of the
details nor have any access to testing your signal where it enters your home
and where it enters your modem. Keeping contacting your ISP until you get
the problem fixed.
IT IS THE PROBLEM OF THE ISP to coordinate the solution to your problem. It
is NOT something you can do yourself, no matter WHAT information you gather.

Not sure what you're trying to do with ipconfig. Even without a router or
modem attached it will report a number for your PC. Look into "ping" or
"traceroute." Use well known websites for this.
I think the problem is the modem resetting itself now and then. I had one
PC where I had to set network hardware not to go to sleep. Do this in
Device Manager for network things like the NIC card. If your modem is
connected via USB, turn off power management for that as well. Restart the
system to freshly apply any changes to power management.
NOTE: As a test, you could just set *everything* to not go to sleep using
the "always on" power plan. If that helps, then go back and tweak Device
Manager items that are related to your internet connection.
If no luck, look into a firmware update for the modem.
Aside: Some may argue but as far as the TCP packet change you did, I've
never found it to be very effective for cable connections. More useful for
dialup or DSL. If you can remember what the default settings were, change
it back. If not sure (I don't have XP handy to check), check another XP
system that still has default values for this.

PS: If the modem is not disconnecting/resetting due to power management
settings - check other things. Some things that come to mind: connections.
The ends on NIC cables can fit sloppy and can get worn to the point that
they are not as tight as they were when new. Try a different cable then the
one currently being used.
NIC cards can be very flakey too. These are relatively inexpensive for
desktops. Worthwhile to try a replacement when there is sporadic connection
and all else checks out okay.
And finally, you've already checked with the ISP. May need to check with
them again though. You may have hit a lazy tech who didn't really work
through the issue with you as well as they should have.
IPCONFIG really has nothing to do with your cable modem. The only thing
IPCONFIG will tell you is what IP address is assigned to your computer by
the cable modem, and this is only true if you have the cable modem connected
DIRECTLY to your computer. If it's not directly connected, then IPCONFIG
won't tell you anything about the cable modem.
I'm not sure how Toshiba cable modems work, but with my Motorola, I can
access the modem directly buy going to the IP address of 192.168.100.1 .
From here, I can examine a lot of details about the modem, and the signal
strength and quality it is getting from the cable provider. I used to have
the same issue as you, where the modem would sporadically reset for no good
reason, and through the help of the menu's and the log file within the
modem, it was determined that the signal strength to the modem was low, and
the SNR (Signal to Noise) Ratio was too high. Once the cable company came
and fixed whatever it was up on the connection at the pole (Guessing a new
connector) the modem has worked fine ever since...
Sporadic resets will NOT be caused by your computer. They are either signal
or hardware related. Either the signal is too weak compared to the noise
level, or the modem itself is on the way out... I'd give you a 98%
probability that the signal level is the problem. Modems generally aren't
sporadic; they either work or they don't...
I guess the easiest way to determine what the issue is, is to check the
modem's log file just after one of the resets. If you look through it, your
should see some type of error listed. It may not be clear by looking at it
what the problem is. IF it's not clear, take the error code or whatever and
Google it. You should be able to get more information that way. This will
certainly tell you where the problem lies...

I talked to them about having it replaced. The tech guy talked to a
manager and said that I need to contact Toshiba who makes the modem
about it. Not sure why since I bought it from Suddenlink around
Christmas...I was renting it when it was Cox, but when they switched
to Seldomlink, I bought it. Too bad you just can't call the local

He said it's more of a modem problem due to whatever stream errors he
mentiond...can't remember exactly what he said. He said that I could
go to the local office and have them test it and then if it is a modem
problem, to see if I could exchange it for a newer one since I bought
the modem in Dec. I don't know bout the warranty policy or
anything...the modem is kind of old...I had it when it was Cox and
then Cox became Suddenlink and they told me I should by it instead of
renting it like I have been. Sucks they are closed on the 4th since I
am off work...
I just did a test (DSL) with my system and I think that your numbers for
transmission and receipt should be much higher and the latency should be
much lower. My immediate impression is that the cable itself might be the
problem.
A while back, I was on a cable hook-up and squirrels chewing on the cable
produced endless problems including intermittent complete loss of signal.
The television signal on the same cable was just fine but the internet
connection was the pits.

thanks...I'm gonna go have them test the modem at the local office
probably Fri. since I get off work around noon...if that's not the
problem..they are set to come out here and see Monday afternoon
between 1 and 3.

another quick question...if it is a problem with the line, wouldn't my
ipconfig say 126 or 169. whatever instead of 74. whatever? Also, in
refrence to someone earlier saying that's my best bet to contact
Toshiba, someone I talked to online with Suddenlink said that's not
correct for the tech guy to tell me that when I bought the modem from
Suddenlink...not to mention the modem is an older model not listed
with Toshiba...

Mooky, I had similar problems with my modem last week and went crazy between
modem provider and ISP, just like you did.
Went to Network Setup Wizard in Control Panel, and followed the procedure
there.
Everything has been fine for several days now.

guess those results don't matter because I just lost my connection
again and got it back...go figure...oh well.
In my case, none of the diagnostics were conclusive of anything but the
wacky connections persisted until the cable was closely inspected. The cable
company couldn't keep the squirrels out of the junction boxes. They just
gnawed their way in every time.

Well after losing the connection totally 2 times yesterday evening, I
know believe that it's more than likely a cable line problem. Also did
the ip config when it did that and got the 169. yadda yadda come up. I
know it'll be a major hassle going to the local office with my modem.
Last time I had to go down there for something, they gave me the
runaround...I'll just wait until Monda when they get here...thanks for
