I do not have a listing in my add/remove for either 837009 or 823353. I have
tried every other suggestion I have been given, but none are successful.
I have lost the previous thread I was in in Feb. so I have no choice but to
start a new one.
Any help out there???

I have Microsoft Outlook Express 6 and Outlook Express Q887797 listed in
my add/remove programs.
As I stated, I had to re-install my OS in February, and then just downloaded
all the updates that showed up every day for a couple of days. I had to
re-install my OS a couple of times this year due to corruption of files etc,
and so was getting used to doing updates regularly to get things back to
normal. Last year my problem was with the framework 1.1 sp.
This time it is the OE sp. If I have failed to update something simple, that
will be a great solution. I have followed all the advice I have seen at this
forum so far.

Then you must have had KB823353 too because it is a prerequisite.
Note that KB823353 superseded KB837009 even though the number
is lower. (e.g., bulletin MS04-018 came out after MS04-013, etc.)
Another poster (Joann) appeared to have two factors which were
contributing to this symptom. A regressed version of msident.dll
and the fact that she had 823353, perhaps as a result of installing
from the Security Updates CD instead of via WU. I suspect that
the regressed module is the real reason why the superseded update
keeps being reoffered. Depending on how the regression occurred
it might be possible to fix that (e.g. using extract, etc.) and then hope
that the update stops being reoffered.
Can't you just decline KB837009? (I'm not familiar with the WU UI
that your OS gets.) You may get better assistance discussing this
in a newsgroup which specializes in your OS.
Otherwise if you have a regression like Joann you may have to
uninstall all the way back to OE6sp1 since that appears to be
where the version 6.00.2800.1123 modules first appeared.
Unfortunately it is difficult to validate these ideas because the
DLL Help Database is incomplete and because version information
does not appear in many update notices, especially non-critical
service pack announcements such as OE6sp1 was.
Notice that the first critical update notice concerning OE
where file manifests were included was MS03-014 (KB330994)
so it may be sufficient to unistall back to that and then reinstall it
(e.g. in case it actually contains the things that it mentions and
doesn't just list them as prerequisites.)
Good luck

With regards to Windows Update repeatedly reporting KB823353 (or KB837009)
as available to install but Windows Update History lists it as being
previously installed successfully......
Have a look at how I resolved this problem on my PC running Windows2000Pro
SP4.
The subject title of my post is 'Solution to KB823353 & KB837009'.

Hardly. Did you post about this problem to an OE-specific newsgroup?
KB823353 (Jul-04), KB837009 (Apr-04) and KB897715 (Jul-05) are all
Cumulative Updates for Outlook Express (OE) and for some unfathomable reason
Windows Update continues to offer these OE updates in the wrong order
(mainly to Win2K SP4 and WinXP SP1).
Here's probably the most informative of all the related threads about the
problem:
http://groups.google.com/group/microsoft.public.windows.inetexplorer.ie6_outlookexpress/browse_frm/thread/77139f947da15bba/b69f96f39b449575?q=823353&rnum=5&hl=en#b69f96f39b449575
(Start with #32 Gary Smith, 27 July).
The fix is to Uninstall KB897715 (AKA MS05-030) and then (assuming MSOE.DLL
[not OE or MSIMN.EXE] is now v6.00.2800.1409 or earlier) install, in order,
(1) KB823353, and, finally, (2) KB897715 using these downloaded files, *not*
Windows Update:

All may be OK but if OE Help > About > Files doesn't list MSOE.DLL
v6.00.2800.1506, you still don't have KB897715 (MS05-030), a Critical
Security Update, installed: http://support.microsoft.com/?kbid=897715.
