That worked!!! I have been working on this for a couple months now
and it turns out that McAfee was the cause. Just add %windir%
\SoftwareDistribution\ to be excluded from real time scanning. Then
restart the Automatic Update service.

You receive error code 0xC80001FE when try to connect to the Windows
Update Web site or to the Microsoft Update Web site to install updates
