I tried the procedure in that response and it didn't work. I stopped
Automatic Updates, deleted the SoftwareDistribution folder, and ran "rundll32
C:\WINNT\system32\muweb.dll,LaunchMUSite" from the command line.

Microsoft update installed, launched, and gave me the same error code:
0xC80001FE.

0x80070020 = The process cannot access the file because it is being
used by another process

Some 'thing' is preventing the edb.log from being written to or deleted
Is Spybot Search&Destroy installed ?
IF yes, than Disable TeaTimer/SDHelper or the Immunization protections

Which antivirus software is installed ?

Virus scanning recommendations for computers that are running Windows
Server 2003, Windows 2000, or Windows XP
http://support.microsoft.com/kb/822158

The KB article specifically states the edb*.log should be excluded from
AV scans. Depending upon which AV is installed, it may also be actively
monitoring the SoftwareDistribution\DataStore location for 'unwanted'
changes.
If you find that's the case, exclude that location from any real time
monitoring when visiting Microsoft Update.

That worked!!! I have been working on this for a couple months now
and it turns out that McAfee was the cause. Just add %windir%
\SoftwareDistribution\ to be excluded from real time scanning. Then
restart the Automatic Update service.

Thanks for confirming this behavior. MS should make that KB article more
prominent even though *some* security software vendors may be offended.
IMO, Users who have to deal with poorly written sec software are the
ones who should take offense <w>

You receive error code 0xC80001FE when try to connect to the Windows
Update Web site or to the Microsoft Update Web site to install updates
http://support.microsoft.com/kb/958048

" This issue may occur if the Windows Update database is corrupted. Or,
it may occur if the McAfee antivirus application is configured to scan
the %Windir%\SoftwareDistribution directory. When the McAfee antivirus
application scans the .edb file, the antivirus application locks the
file. Therefore, Windows Update or Microsoft Update cannot access the file.

Note This file (Datastore.edb) is located in the following directory:
%windir%\SoftwareDistribution\Datastore "

%windir% is the Windows folder ( actually, it's a directory ).
There are few AVs that will cause the above issue. Norton is another AV
that may/will cause the issue.

Not really posting through Highwinds. Instead AltBinaries.com is the
injection node, a 3rd tier newsgroups provider contracting Highwinds as
their Usenet backbone provider.

> From: Nii lartey <klare...@yahoo.com>
> Reply-To: mowg...@nowandzen.com

The OP can't make up his mind who he is. He's Nii lartey. No, he's
klaretson. No, he's mowgreen (using nowandzen.com which is a registrant
hiding behind a private domain registration) and who was a DIFFERENT
poster shown quoted.

The Reply-To header is an e-mail header. There is no header to identify
the client used by the OP. Looks like this boob doesn't know how to use
a real NNTP client to connect to a real NNTP server. Instead maybe he
subscribes to the archaic mailing list method of interfacing to Usenet
where the Reply-To header would point to whom his reply would get
threaded.

> Message-ID: <20116158...@terrranews.com>

The OP or his newsgroup provider or the remailer gateway he uses has
deliberately configured their unidentified client to use an invalid
right-id token in the MID header. terrranews.com (3 consecutive r's) is
NOT a registered domain. Looks like they are pretending they have some
affiliation with Teranews or Terranews.

This terrranews crap started showing up at the end of this March. The
boobs using whatever is MID-stamping as terrranews.com haven't a clue to
look at the datestamps which makes me suspect they are using a webnews-
for-boobs gateway that leeches from Usenet. Those posting with
terrranews.com in their MID header are as clueless as the Google
Groupers using that webnews-for-boobs interface to Usenet.

Time to update my MID filter.

> X-Complaints-To: ab...@AltBinaries.com

Here's the 3rd tier newsgroup provider who contracted Highwinds to do
the real Usenet access. Despite their domain registration and their
contact info at their site making them look to be in Florida, USA,
geolocation for their IP address shows them to be in Montreal, CA. So
they have student interns manning their Florida office (see their own
pic on their site's Contact page) with Canucks running their server.

I've also seen these boobs posting with terrranews.com in the MID but
have "X-Complaints-To: ab...@teranews.com". So whomever is operating
the remailer or webnews-for-boob gateway is lying about who they are.

Now go look at the *4-YEAR OLD* datestamps for the posts in the ancient
thread. A Google Groups copy of the ancient thread is at:

<snipped the log with *NO DESCRIPTION* by the lazy OP for his post>
