No, new user couldn't run it as well. However, I did find out the cause
and the fix.
The cause was Kerio Personall Firewall, that prohibited WMP to launch other
programs (I guess I had told it to never ask again as some radio stations
kept trying to pop up/open IE pages periodically). WMP for some reason needed
to run "Microsoft Windows Media Configuration Utility" on other users but my
primary user.
From no disturbances in auditing and RegMon and FileMon output, I suspected
that some third program is causing this kind of behavior. First I suspected
Windows Defender as the newest "security application" on the system, but
stopping it did not help, so I tried turning off firewalls next and was lucky
:).
