I can shut em all down C: D: E: F: G: H: I: J and K: and carry
on fine but it's got me puzzled as to why???

If you're running Norton Internet Security 2001 or Norton Personal Firewall 2001, there is a timing problem when IAMAPP.EXE is launched at startup, causing it to open explorer windows.
This problem is documented at Symantec's website - check their Knowledge Base if you wish to confirm this solution.
To solve the problem, go into the options for Internet Security or Personal Firewall and select "Manual" rather than "Run at System Startup". Then create an item in your Start|Programs|StartUp folder with the target:
"C:\Program Files\Norton Personal Firewall\IAMAPP.EXE" /load
Keep the double quotes - if you have Internet Security, change the path I list.
Reboot and your problem should go away.

Unfortunately, the timing problem with Norton products is the only specific fix I know regarding the problem of Explorer windows opening on startup.
However, your problem could be caused by another program with a very similar problem. To research this, run MSCONFIG from Start|Run and click the Startup tab. Uncheck all the items except ScanRegistry, TaskMonitor, PCHealth, SystemTray, LoadPowerProfile (2 copies), SchedulingAgent, *StateMgr and StillImageMonitor (don't be concerned if you don't have all of them) and click Apply and permit your system to reboot.
What you're basically doing is a selective startup, eliminating all Startup items, except those that are part of Windows Me. You'll get a warning when your system boots back up that you're running in diagnostic mode. Click OK and you'll finish booting.
If we're headed on the right path you won't have any Explorer windows open. If this is the case, run MSCONFIG and, in the Startup tab, add the items you removed back one by one, clicking on Apply and rebooting for each one. Take note when your problem reoccurs. If it does, the last item you checked back is causing your problem.
Now, if we make it this far, you might want to take note of the program that is causing your problem. You may be able to effect a work-around in the same way as I instructed with the Personal Firewall/Internet Security problem. Eliminate the program from starting from the registry and create a shortcut to launch it from your Start|Programs|Startup folder. If it's a timing problem, launching it from the Startup folder should fix it because the items from the Startup folder are launched after all the other Windows Startup processing is completed.
