Actually there IS a way to change it...
You have to manually hack the ehres.dll
1. download the reshacker
http://www.users.on.net/~johnson/resourcehacker/
2. replace the COMMON.BACKGROUND.JPG with your own jpeg
You might have to disable the System File Checker to do this too...

I've also seen someone do it this way....(pretty much the same thing
I think)
1 - Grabbed the ResoruceHacker app (search google if u need it).
2 - Made a backup of \windows\ehome\ehres.dll in case I hosed it.
3 - to be safe tossed the image I wanted in windows\ehome
4 - Open ResourceHacker - then ehres.dll
5 - Under sectition RCData u will see COMMON.BACKGROUND.JPG
6 - Delete it.
7 - Add a NEW RESOURCE - open your image as prompted ... It will be
there in ehome since u put it there TYPE=RCData, NAME=COMMON.
BACKGROUND.JPG LANGUAGE=1033
8 - I saved mine to ehresNEW.dll (this wil get you around the file
rights stuff... follow next step.)
9 - I then rebooted to SAFE COMMAND MODE.
10 - Copy ehresNEW.dll ehres.dll.... DONE!
Reboot and it is there, very neat as any image u choose will have the
subtled animation as this is hard-coded - image need not be animated.
Good luck - be sure u have a SAVED COPY of ehres.dll and get familiar
with ResourceHack so u see how it works first.
