Lost "Make available offline"

Hi folks. I recently uninstalled IE6, and have gone back to IE5.01SP2. Had a
bit of a battle getting my address book working again, but other than that,
no real problems. Except I've lost the ability to make web pages available
offline. The "make available offline" option is missing from internet
shortcut menus and greyed on the property sheets and add to favorites
dialog.

I'm sure I had this before and managed to fix it, but I can't remember how.
Anyone got any ideas?
