Same problem as described by user Willbrand in post of 4th May 2005, except
my problem is just on a single laptop, running Windows XP Pro, SP2 with
latest updates:

when a limited user tries to run a programme as Administrator using RunAs,
the programme window opens, but the contents of the window are white, and no
operations are possible except closing the window.
The secondary logon service is definitely running. But the programme
topsis.exe that was the solution for Willbrand is not running.
Another post on this subject suggested it was a Group Policy issue - can
anyone suggest where to look in group policy for a fix? Or is there some
other way to fix it?
Very grateful for any suggestions.

Honestly, I don't see how this is possibly a group policy issue. Do
you have any policies set that would affect RUNAS?
