File search searches only Doc & Settings Current User

When I attempt to search for files and folders on my entire hard
drive, the search appears to be restricted to the path for Documents
and Settings only and then stops. I've stopped and started the Index
Service but nothing seems to change. This is very frustrating.
Any suggestions would be much appreciated.
