What is the best way to handle a resource that is not
100% effective? Example: I have a 40 hour work week and I
have a task that is 16 hours of effort. If I assign Joe
he will can complete this task in 16 hours, but if I
assign Jeff it will take 32 hours because he is only 50%
as efficient at this task as Joe. The amount I get paid
for each of the 16 hours of effort is the same regardless
of which resource I use.

When you estimate your task durations it is a good idea to have in mind the
resources you plan to asssign. So if you plan to use Joe, estimate the task
at 16 hours but if you plan to use Jeff, set it to 32. There is no way to
assign a "quality rating" to your resources in Project so the software will
do it for you. MSP is an enhancment to your expertise and savy, not a
replacement for it <grin>.
