MAPI_E_FAILONEPROVIDER eror on OpenMsgStore

Hi All,
I couldn't logon to the another user's mailbox while using
OpenMsgStore which return MAPI_E_FAILONEPROVIDER eror. I just list the
mailbox and retrive the Entry ID using CreateStoreEntryID and call
OpenMsgStore .
I could sucessfully log on to the other user's public Folder, but
Logon to Information store(mailbox) fails.I use default profile to
create session , and my application run as Administrator user.
Is there any previalge I should assign to my profile/session either
by my application or through Exchange server settings.
