Although the articles mention OE 5, the same issues can apply to OE 6.
And OE6 still uses the 5.0 registry keys.

Have you checked with your ISP (or the domain of the mail account) for the
correct OE settings?

I'd guess the problem is being caused by some Rogers.com software you
installed (none of it is needed) or perhaps a Rogers-customized version of
IE/OE.
