It depends - Outlook 98 and 2000 in Internet Mail Only mode has this
ability.
You can always add yrou email accoutns to Outlook Express, Export them from
there, back them up and then when you install Outlook import teh accoutn
settigns from OE.
I'd deal with the basis of this and question why you need to reinstall
Windows often.

Perhaps you should look at why you reinstall Windows and remove that
problem? Or do a *full and proper* system backup so that you can restore to
that point? There is plenty of software can help with that and advice from
various other newsgroups and websites to help- but you'll have to reveal
what OS it is.

Your mail accounts are saved in the registry (Outlook 2002 and later).

HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows
Messaging Subsystem\Profiles\Profilname\9375CFF0413111d3B88A00104B2A6676

Save this key and reimport it by rightclick and merge if necessary.
Please notice, that eihter the profile name of an new outlook
installation must have the same name or you have to edit the saved key
to adjust the path (changing the profilename).
Anymore notice, that the accounts-passworts will not be saved.

But I think, it would be better to save the whole registry key to
reimport it after reinstalled outlook. On this way you will have your
complete outlook profile back.

HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows
Messaging Subsystem\Profiles\Profilname

The very best would be to use a tool, that will save your whole
outlook-installation.
