URL hyperlinks in outlook opens windows explorer

I have a user with outlook 2000 win 2000, everytime she clicks on a
hyperlink in an outlook messsage she opens up the windows explorer browse
box and the type is exe. Would this be something in windows file
association?

did you reset the web settings in IE's tools, options, programs? If it
