My computer's default email client is outlook. The internet explorer
default email program is also setup as outlook, however, when I click on
mailto:email address link, it always brings up the outlook express. Is there
any way to fix the default email handler?

Open Windows Explorer and click Tools>Folder Options>File Types. Locate the
"URL:MailTo Protocol" file type, select it, and click Advanced. Select the
word "open" listed in the Actions pane and click Edit. On the "Application
used to perform action" field, enter the following:
"C:\Program Files\Microsoft Office\OfficeXX\Outlook.exe" -c IPM.Note /m "%1"
Include the quotes and spaces, but make sure "XX" corresponds to your
Outlook version, which you decided to keep a secret. Use "10" for Outlook
2002 and "11" for Outlook 2003, for example. Check the "Use DDE" box, if
not checked and "Outlook" in the "Application" field. The Topic field
should contain "System". Click OK, OK, OK.

Click Start - Run
Type in Regedit and press {enter}
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Clients\Mail\Outlook Express
Highlight the key Outlook Express, right-click and choose Export
Name the file ('Outlook Express Reg Key' for example) and Save it
someplace convenient like on the desktop.
Next DELETE the Outlook Express key. This will clear Outlook Express
as a mail client.
Close the registry and your problem should be solved.
If you decide you do not like the effect this edit causes, you can
always double-click the file you saved on the desktop and it will
automatically be re-added to the registry for you.

You need a mail client in order to have a "default". Outlook (since this is
an Outlook newsgroup) will certainly do the job. There's nothing you can
change in the MailTo file type to make a mail service a default.
