Make sure that Outlook is closed.
Use Task Manager to inspect for hidden instances of Outlook (created
by Word/Excel/Access processes that use data from the PST).
Make sure that any AddIns are closed - e.g. the IncrediMail AddIn often
remains running after Outlook is closed.
