Outlook 2003 100% CPU Usage

Currently I am trying to troubleshoot an issue in Outlook 2003 that casues it
to have 100% CPU usage. This can occur from a number of secs to mins. I have
read through this site and search the web, but I have not found a fix for
this issue that works.

I have tried stopping all running programs via MSCONFIG including AV, remove
the profile and OST file, verifed Outlooks options and settings, removed the
PPC device, cleaned the PC with CCleaner, run AV check, run Spyware checks,
ran windows and office updates, and I have done an Office detect and repair.
I would consider redoing the PC, but it takes a number of days with this user
to do that and it may not solve the issue.

Tomorrow I plan to remove Office 2003 and reinstall it since I have not
tried removing it or verifying that the latest SP2 is the culprit. But if
anyone has any suggestions before I try this tomorrow I would greatly
appreciate it. I also have not looked for RootKit issues so I may try that
tomorrow using by "Root Kit Revealer".

does it release the resources if you minimize it? if so, well known issue.
Also - if you have any addins installed, remove them.

I have removed addins and the issue continues. The only addin being used is
FranklinCoveys PlanPlus v3. I will look at the minimize issue, but I believe
that it does not matter.

I've experienced the same problem with Outlook 2003 and analysis
suggests that the problem is due to the Outlook 2003 SP2 security
update. I had tried all the things you have done - changing my Profile
in Outlook, updating the data files from 97-2002, taking out all the
Add-Ins, stopping Google Desktop, running various Registry and File
cleaners and even ran Root Kit Revealer. None of these had any effect.
It is true that if you minimise Outlook 2003, this slows or stops the
CPU usage but that makes no difference to the use of Outlook 2003. As
soon as you start to use it, within one or two steps (opening or
viewing email) the CPU usage soars, all due to Outlook 2003 (not the
System Idle Process) and Outlook 2003 goes into a Non-responding
status.
I removed Office 2003, because you cannot remove SP2 and reinstalled
step by step. Up to SP1 there is no problem. As soon as I installed
SP2, the problem with Outlook 2003 returned.
There is only one extra aspect to my setup, in that I have Office
Proofing Tools for 2003 installed with their updates. In the absence of
Office 2003 SP2, this causes no problem, but I noticed a mention on the
net that in a separate issue changing the Language in Outlook caused
100% CPU usage. Maybe there is some interaction there.
However, the outcome is that I cannot install the SP2 update as it
cripples Outlook 2003.

I Have had this problem, and Palm almost hit the nail on the head. In my
case it was Google Desktop. Something about Google desktop and an exchange
connected outlook that causes this issue. and easy (but may not be
desirable) fix is to open Google desktop preferences and uncheck "email"
search types and then save your preferences.
