Outlook ruler in centimeters

I can't change my Outlook ruler increments. I have used the Editor Options,
Advanced to change "show measurements in" to inches, but it doesn't help. I
have also changed my Word ruler increments using the VBA code
Options.UseCharacterUnit =False, which worked in Word but is not affecting
the Outlook ruler. Does anyone have a solution? Running on a PC with XP.

Another poster using Egghead's fucked up webnews-for-dummies gateway to
Usenet. Can't manage to figure out how to physically wrap lines at 76
characters, or less, and instead spews out paragaphs of sentences as one
long unwrapped line. Can't figure out how to properly indent or prefix the
quoted posts.
