But I searched the group first, and found a post from about a year ago
that pointed to this document:

Now, you can't exactly follow the steps in that document since it was
written for Office 98. In fact, of the six files that its Method 1
suggest deleting, I could only find two in Office 2004 ("Microsoft OLE
Automation", and "Microsoft OLE Library" - actually, I found just
"Microsoft OLE" instead of the latter). But I moved them to a new
folder, and archived the folder anyway, to see if it would help.
Word crashed immediately upon launch.
Then I unarchived the originals and put them back from whence they
came.
Word and Excel both gladly offer up the VBA IDE now.
Weird? Yes. Maybe it'll help someone else though.

That's great detective work and it is also great that you took the time
to post the information here. You will undoubtedly save some folks a lot
of time and they will be grateful to you (probably not enough to send
money to you, though).
This sounds like a permissions problem. Had you run Apple's Disk Utility
to repair permissions before switching the files in and out?

No, not immediately prior to trying the steps I indicated. This was,
however, a long-standing problem with my Office installation, and I had
tried repairing permissions at least a couple of times in
troubleshooting this problem in the past.
I had also done that step recently anyway, prior to installing the Mac
OS X 10.3.9 update.
