Where are you assigning these permissions?
This happening to everyone? You go around add delegates for them?
Also, is that the exact error message? I have never seen that one
before.
Yes, This is the exact message. I tried searching for it and found nothing
in technet, the KB or on the internet.
I am assigning the permissions from the Delegates tab under Tools, Options
in MS Outlook 2003.
I don't know if this is happening to everyone.

Online or cache mode?
Have you tried creating a new outlook profile?
I have the same problem and its only with one user. I've tried
creating a new profile and also tried from a different PC, same
results. This is with both online and cached mode.

That fixed it for me....the boss finally got an admin assistant and
wanted to delegate everything and I've been scouring the Exchange to
see what permissions were wrong. oila - took off the Outlook update
and it went through just fine as I would have expected it to....
how did you ever find that the update was the problem?? Pure genious.

I unpacked the update and msiexec /uninstall the msp-files but that
didn't work.

Problem:
After installing the patch http://support.microsoft.com/?kbid=913807,
users are no longer able to add or remove delegates in Outlook 2003.
Client receives following error when adding or removing a delegate from
calendar in Outlook 2003: "The Delegates settings were not saved
correctly. Unable to activate send-on-behalf-of list. You do not have
sufficient permission to perform this operation on this object."
Currently there is no Microsoft article that describes this problem
On Windows XP the patch can be un-installed but on Windows 2000
Professional it cannot be un-installed.
Details:
Prior to the above patch being installed, whenever the client added or
removed a delegate in Outlook 2003, the delegate permission was not
fully set for the SELF. This could lead to multiple delegation
problems and the client would not see an error message, thus making it
harder to troubleshoot and resolve. After the patch is installed, it
fixes delegation in that it will now throw the proper error message(as
per above) when the permission is not fully set properly. THIS PATCH
NEEDS TO BE INSTALLED.
Resolution:
If after installing the above patch, the client receives the above
error message, then do the following:
In Active Directory Users and Computers
-Click on VIEW
-Click on ADVANCE FEATURES (this is important otherwise you won't see
the complete list in the next steps)
-Click on the USERS container
-Find the problem user's account
-Right mouse the account and click on PROPERTIES
-Click on the SECURITY tab
-In the top box, click on the SELF account
-In the bottom portion of the screen make sure the READ PERSONAL
INFORMATION & WRITE PERSONAL INFORMATION should both be checked for
ALLOW
NOTE: there maybe some other options that need to be checked for ALLOW
for the SELF, but for the above error message should be fixed by check
ALLOW those to options

for the users that are in 'protected accounts'.
We use BES so found these problem. BES users cannot be in a 'Protected
accounts'.
After making the modifications below, have noticed that any user that is in
a protected accounts, these settings get wiped out.
Any comments?

No, it won't. It will if you run Exchange 2000 SP1. If you install
MS06-029 it'll remove the "Send As" becasue the store.exe is replaced
by build 6.5.7650.28 and build 6.5.7650.23 is where tht change took
place.

That's correct. Setting the "Send As" permission will be undone in a
few minutes.
