How can I permanently turn-off the Clipboard?

I am tired of having the "Clipboard" task pane pop up as I copy and paste. I
turn it off, but it keeps coming back. Can I disable this function
permanently?

The dword registry entry AcbControl under
HKCU\Software\Microsoft\Office\11.0\Common\General, when set to 1, to
supposed to disable the Office keyboard. This is for Office 11. You didn't
mention your version so sub your version for the 11 as appropriate.
