I just installed a clean copy of Snow Leopard (10.6). I reinstalled
MarcoPolo and everything seems to work, but I have selected to allow
wifi evidence, but I cannot add any wifi rules (they are greyed out).
Any suggestions?

It's a known problem. Snow Leopard introduced a new API called
CoreWLAN and seemed to have removed the old (private) API which
MarcoPolo was using.
