making a custom map from image

hi,

even if i think this is one of the first beginner questions - i couldn't find an answer. so please bear with me...

i have an image of a location. a custom map. now i would like to make an offline map out of it. so first i have to make it into tiles i guess. then i need to use map writer to convert it to a map. is that correct? is that possible? and what tools would you suggest?

I am not quite sure what you mean with an 'image of a location'. This project only works for data from the OpenStreetMap project, not for any other map. 
If you want to convert any other 'custom map' into an app, this project is not right for you.

i didn't realize it's only for osm data. thanks for clarifying.

you can obviously create OSM-like data from the image and use it with
mapsforge. And unless it is a top-secret location you could import the
data into OSM right away.
Perhaps OSM data will be already quite good for the location and it
will be easy to add the few missing pieces.
