Bug#540507: tclxml: update 'package provide' section in sgmlparser.tcl

Command "package require xsxp" failed with error "attempt to provide package
sgmlparser 1.1 failed: package sgmlparser 1.0 provided instead" because of
inconsistence between content of /usr/lib/Tclxml3.1/pkgIndex.tcl and
/usr/lib/Tclxml3.1/sgmlparser.tcl.
To resole this issue, replace line "package provide sgmlparser 1.0" to
"package provide sgmlparser 1.1" in file /usr/lib/Tclxml3.1/sgmlparser.tcl.
