荷兰大选
荷兰将于11月22举行国家级大选。
现在各主要党派已经确定自己的竞选纲领和党员座次名单。
荷兰每个政党根据获得选票的比例来分配议会（tweede kamer）的席位。每个党派
有一个党员座次名单（lijst），假定某党派获得38个席位，那么该党派lijst上的
前38个人则成为议会中的议员。
荷兰的最高行政长官为首相（premiere或者叫minister president）。行政最高团
体叫做kabinet。除首相以外，kabinet还包括各个部长。这些人并非直接选举出
来，而是由议会中超过50%席位的党派指定。通常没有任何一个党派能够超过半
数，这时就要由两个或以上党派联合组成coalitie。Coalitie作为一个整体超过半
数席位，并且指定kabinet的名单。如果随着发展，其中某个党派决定退出
coalitie，那么过去有这个coalitie指定的kabinet也随之崩溃。
现在的首相是Balkenende，kabinet自然也就叫做Kabinet Balkenende III。之所
以有一个III，是因为现在的kabinet是第三个——Kabinet Balkenende在过去几年中
已经两次崩溃。

荷兰党派
荷兰主要有3大党派：
左派PvdA：工党。主要强调减少贫富差距。往往会倾向于高福利高税收。低收入者
往往会支持这个党派。对于难民政策，这个党派倾向于采取比较人道的方式。
右派VVD：自由民主党。主要强调经济发展，认为政府应尽量少干涉经济，主张降
低税收和福利。倾向于减少难民，减少对荷兰经济缺少好处的移民。
中派CDA：基督教民主党。采取基督教的ideology。政治主张左右摇摆不定。
其他较小党派包括D66、LPF、SP、Christen Unie、Groenlinks、SGP等。这里就不
介绍了。
当时指定Kabinet Balkenende II的coalitie是由VVD、CDA和D66组成的。Rita
Verdonk与Ayaan Hirsi Ali之间的事件导致D66对kabinet不再信任而退出
coalitie，进而导致Kabinet Balkenende II的崩溃。

荷兰各个党派已经打开口水仗。
CDA同时受到左派PvdA和右派VVD的指责。
Mark Rutte（VVD的lijsttrekker）与说“从CDA我看不到ambition，看不到清楚地
选择，看不到对未来的面向”VVD与CDA共同组成现在的cabinet。但是谈到是与CDA
还是PvdA合作的时候，Rutte说“Liever een partij met weinig nieuwe ideeën
dan een partij met de verkeerde ideeën”。
Michiel van Hulten（PvdA主席）则指责CDA：“只会说好听的。对尖锐问题避而不
谈。作出根本无法兑现的承诺。”
VVD主张3%的减税，免费托儿所，新企业前三年免营利税等等。
PvdA主张将牙医和避孕药重新加到基本保险范围，取消保险no-claim policy，退
休金和保险金与工资挂钩。

不需要對他們說的太認真，都是全統的演講內容。在荷蘭當政，最主要是
compromis sluiten，那個黨(如pvda)說要提高uitkeringen，自然就會得到土人摩
人的支持。
行政只是决定將那些錢怎樣分配，誰當政都好，罪案不會減少，交通不會有改善，
學生成績不會變好.........................只是，我會選VVD

荷兰两部长辞职
司法部长Donner和VROM（Volkshuisvesting, Ruimtelijke Ordening en
Milieubeheer ）部长Dekker今天辞职。
去年10月Schiphol关押非法移民的看守所发生火灾，造成11名非法移民死亡。今天
上午正式报告结论公布。该报告认为司法部对此应负主要责任， VROM也具有责
任。为此两名部长引咎辞职。
反对党PvdA和SP认为外国人事务部部长Verdonk（就是IND的头）也应负有责任，因
为他们对被看守非法移民的处境一贯漠不关心。
不由让我想到中国，火灾烧死个100多个合法公民当官的也没啥大不了的。

荷兰也有这样的政党！
今天新闻看到SGP在考虑是否允许女人加入。SGP是荷兰历史最悠久的政党，采用圣
经作为其信条，一直禁止女人加入，因此荷兰政府以性别歧视为理由拒绝向其提供
subsidy。最终结果即使允许女人加入，也不会允许女人担任职务。
