Cachge plugin enhancements

Hello

We had here recently a discussion about some performance improvements in Joomla. One part was to enhance the Joomla cache plugin to exclude menu items or components. Here is the link to the tracker item

Does it make sense in your opinion? Did I forget something? If it get's accepted I will start working on it.
