Brown Out Reset Enable

I've been having issues which I believe are related to brown out, and I'm wondering if BOR is enabled by default on the Ioio. If not, if there is a way to enable it through software update, or will I have to buy a PIC programmer?

Brown out reset (BOR) is always enabled in this chip (i.e. it is impossible to turn off in software).

The threshold (min/typ/max) is 2.0V/2.1V/2.2V
