These plants were seen at Doodhpathri in Kashmir during our visit in April,2016.

May be Veronica serpyllifolia subsp. humifusa (Dicks.) Syme although I do not clearly see pubescence of pedicels, in part, of viscid or glandular hairs, which differentiates it from Veronica serpyllifolia subsp. serpyllifolia

Another similar one was seen near Gulmarg, but couldn't go closer.
So the picture is not clear.
