Looks like Veronica sp. of Scrophulariaceae (Now Plantaginaceae). Appear closer to V. anagallis- aquatica.

Emarginate fruits take me to Veronica anagalloides subsp. anagalloides as per keys herein as well as per kys in Flora of China.

Fruiting image looks matching but POWO, GBIF showing no distribution 

in India whereas CoL showing distribution in J&K only !

One possibility is Veronica undulata Wall. as per Checklist of Nepal, but again the emarginate capsule is contradictory.

I think this should be Veronica undulata Wall. Matches as per details in Scrophulariaceae of the Western Himalayas By Francis . Pennell
