Seen this near Shimla in Dec 2018. No flowers or fruits were seen.

Looking up Salvia dianthera as well as Meriandra strobilifera on efi, in the absence flowers, I am very confused.

Would like to wait for further feedback...

May be Nidhan Singh Sir is right, but I think flowers are required for confirmation.

Meriandra strobilifera.
It may have been clicked at Solan. It mostly occurs at near 1500m.

It was clicked at Naldehra near Shimla (around 2200 mts as per Google)
