this small tree or large bush, varying from five to seven feet tall was growing commonly on road sides in goa
photographed towards the end of july
would be grateful for an id

... Flueggea leucopyrus or any near species of Flueggea.

I think Neil Ji is correct this plant has more similarity 
with Securinega virosa

Flueggea virosa rather than F.leucopyrus
