Picture taken in Asansol (West Bengal) on 27/05/11, 8:29AM. Seen growing near/in ponds & swamps, roots completely submerged in water but leaves & flowers normally seen above water.

Agreed. This looks the False Primrose [Ludwigia octovalvis] locally called Pan-lavang.
