Uploading composite for ID from Delhi, displayed in Delhi University Flower Show on February 25, 2011
Altitude: 213 m
Herb up to 50 cm tall
Leaves simple, toothed, 
Capitulum about 2.5 cm across, bluish-purple, heads all discoid with additional involucre at base.

Thanks Aruna ji for a big lead. Yes it is Centratherum (this cultivated plant is not even recorded in Hortus Third, which rarely misses any plant). There is lot of confusion in spellings with from Centranthemum to Centrantherum. The correct species is Centratherum intermedium (Link) Less. Though regarded by GRIN as synonym of C. punctatum Cass., but Kew Plant List considers C. intermedium as an accepted name.

Thank you very much Sirji for correct genus and species information. I
am not a good taxonomist, but as a Botany person always love to know
the names of plants.
