Lavandula bipinnata.
Lamiaceae
The species name describes the character of leaves. The flower does have lavender smell too.

Will it be possible for you to add some more Information, which part of
Pune the fotos are from?
I shall be visiting Pune from mid, Dec. till mid. Jan. If I know the
