Strange looking but leaves, corolla tube point to double flowered Petunia cultivar.

... would have wrongly said it to be double hibiscus !!! .... but for Pankaj's view.
Does look like a double Petunia ... not sure of the cultivar.

Yes sir, double Petunias are available in horticulture.
