These blue tiny flowers were seen on wayside shrubs - uttarakhand - Apr 2011. Again very common there.
Please provide proper id.

If the leaves associated with the flowers are of the same plant
then I don't think this is a Gentianaceae member

I think Eranthemum pulchellum (syn: E. nervosum).
