Cynanchum tunicatum (Retz.) Alston in Trimen, Hand-Book Fl. Ceylon vi.
Suppl., 194 (1931)

Syn: Periploca tunicata Retz. Observ. Bot. (Retzius) ii. 15.

tunicata/tunicatum means like a tunic or skirt, can be interpreted as
coat though though more of an inner garment :p.

Regards
Pankaj

Now, relooking at this observation, to me it looks more of Cynanchum callialatum Buch.-Ham. ex Wight

The leaf blades of C. callialatum  are elliptic-oblong to linear-oblong. They feature a very distinct, (abruptly pointed) or acute apex, matching the classic lanceolate profile of many Hoya varieties. The leaves are visibly thick, fleshy, and glabrous (hairless), giving them a smooth, semi-succulent, waxy appearance reminiscent of Hoya foliage.

Regards.
