Please identify the shrub.
Growing in Dyal Singh college garden in Delhi. Flowers in Sept.-Oct. Have not seen fruits. Large amount of nectar seen  inside flower at the base,which seems to attract ants. Could the ants be pollinators?

spectabilis means beautiful or spectacular.
