Press Conference: “Who Is Disrupting the Peace Process in
Dagestan?”
There will be a press conference at 11.30am on Friday, May 25, 2012,
at the Independent Press Center entitled “Who Is Disrupting the
Peace Process in Dagestan?”

Over the past week, representatives from the HRC “Memorial” have
witnessed a series of events which have led to a destabilization of
the situation in the Republic. The Press Conference will discuss
the role and possibilities of involvement of various authorities in
both the peace process and in its disruption.
The civil confrontation in Dagestan has been going on for several
years. A stable underground movement has emerged, which relies on
the support of some groups of the population, and is able to
compensate for its constant losses by recruiting new members. The
ideological basis of the underground movement is Islamic
fundamentalism (Salafism). However, only a small radical wing of
Salafis has entered the movement or supports it. There is no reason
to equate the Salafi community with supporters of the underground
movement. Salafi differ significantly with respect to people of
other religions, to secular authorities and in their willingness to
compromise and so on. For a long time, in a gross violation of
their human rights, both the federal and republican authorities have
been marginalizing the Salafi community. In recent years, another
tendency has emerged: a dialogue between the State, the Muslim
Spiritual Administration and Salafi community leader and others.
This peace process is undermining the terrorist underground. But
every time the peace process gains some momentum, both the militants
and State law enforcement agencies attempt to sabotage it.
The events of the last few weeks clearly demonstrate this.
