Vote to release 0.6.3

Thanks to the valiant efforts of rick_c, dmondark and Michael Nacos, I
think we've tested the heck out of 0.6.3 and it's finally ready to go.

I'd be lax in my release manager duties if I didn't call for one final
vote before pushing this one out.

The main thing it does is get our stable release working for the users
of PHP 5.3 and 5.2.10, which now includes any Ubuntu Karmic users. It
also closes a potential vulnerability whereby a user can twiddle his
or her own URL to manipulate another.
