Commit 3682 - AutoP Change

Hi guys,

Just a quick note to say [commit 3682][] will probably cause your
sites to display your posts differently. Autop has been moved from
core code into a core plugin, which is activated by default upon
installing, but you guys with preinstalled sites will need to activate
it manually.

Also if you have the following in your theme.php, you will need to
remove it and just activate the AutoParagraph plugin to do the same
thing.

Format::apply( 'autop', 'post_content_out' );

I often use AutoP with comments as well. Would the plugin handle that by default too?
