Summary of proposal:

The addition to the agency.txt section of the GTFS spec:

agency_ticket_url (optional):

The agency_ticket_url specifies the URL of a web page that allows a
rider to purchase tickets or other fare instruments for that agency
online.  The value must be a fully qualified URL that includes http://
or https://, and any special characters in the URL must be correctly
escaped. See http://www.w3.org/Addressing/URL/4_URI_Recommentations.html
for a description of how to create fully qualified URL values.

Initial implementation from a GTFS producer and consumer:

Producers: Over 8% of the feeds in the current Google Transit corpus
define an agency_fare_url field.
Consumers: The field is validated in the googletransit extension of
the feed validator and used in the Google Transit  product.
Status: Prime candidate for acceptance.

Unless there are objections in the next week (Sept 6), we will
formally add this proposal to the GTFS spec.

an General Transit Feed Spec Changes
Not to seem too obtuse, but when these are made official where are
they formally published? Is it http://code.google.com/transit/spec/transit_feed_specification.html
or somewhere else? Just want to make sure I know where to keep track
of the current official info.

Yeah, I actually pushed a change to the document on Tuesday, but there
is some mix-up with ownership of the file (I'm new here), so it still
hasn't been made public yet.

The 'agency_fare_url' and 'exact_times' proposal have officially been
incorporated on the GTFS spec page:

http://code.google.com/transit/spec/transit_feed_specification.html

I apologize the update took so long, but we've sorted out some issues
that should make the process smoother next time around.
